Photoshop is just way too expensive for us right now, we won't be able to afford it for awhile, so I actually use a FREE site called picmonkey. You can sharpen/soften your photos, adjust color/contrast/brightness/shadows/highlights/temperature, etc. They have tons of effects you could use, it's like a very easy photoshop, obviously no where near as good but good enough! Try it out!
I upgraded it though so that I could use everything on the site, it was only $4.99 a month, or $30 a year.

I use a canon t3i, and shot on manual mode. My auto focus mode was AL FOCUS.
Shutter speed: 1/250 sec
ISO: 1600 (I know it's high, had pretty bad lighting at the time!)
Aperture: 6.3
I could have adjusted the settings a little bit better, but she was being so cute I just wanted to snap some photos without fiddling around.
For editing, I just darkened the shadows a little to make her face pop more, upped the brightness, sharpened the eyes, and softened the rest of the face.

Oh and the 'velvety' feeling of the photo is most definitely the editing! It can do wonders, hehe.
