Public housing?

For anyone in the US, or around the Massachussetts area, I just had a question about public housing. My boyfriend and I are trying to figure out a place to live but can't afford the rent around our area and there's not many apartments available anyway. He's 19 and I'm 17, even though I'm under 18 would we still be able to get public housing/rent vouchers?

I don't know about in the us but here if the primary tenant is over 18 the other one can be under 18
