Rod simply stands for discipline, the bible never mentions using physical punishment to discipline a child. Its simply saying children need guidance and instruction, thats our job as parents. The scripture at Proverbs 13: 24 actually says - " The one holding back his rod is hating his son, but the one loving him is he that does look for him with discipline". The bible also says that God hates violence.
